An area of moderate to heavy rainfall will move across northeast Pennsylvania and the western Catskills of New York through 5 PM. The area will spread into the southern tier and Susquehanna region by 6 PM. The rain may mix with sleet at elevations above 1600 feet. Additional rainfall amounts through 7 PM will be between a quarter and half of an inch. The brief heavy rain may cause ponding of water, or ditches and culverts to overflow. Look for an easterly wind at 15 to 25 mph with gusts to 35 mph to continue.

... Flood Warning now in effect until late Monday night... the Flood
Warning continues for
the Susquehanna River at Vestal.
* From Sunday morning to late Monday night... or until the warning is
cancelled.
* At 10:00 am Saturday the stage was 13.5 feet.
* Flood stage is 18.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by tomorrow late morning and
continue to rise to near 18.4 feet by early Monday morning. The
river will fall below flood stage by Monday afternoon.
* Impact... at 18.0 feet... flood stage. Overflows banks and minor
lowland flooding begins. Critical stage for Kirkwood flood control
office.




1102 am EST Sat Mar 13 2010

The Flood Warning continues for
the Susquehanna River at Conklin.
* From late tonight until further notice.
* At 10:00 am Saturday the stage was 8.8 feet.
* Flood stage is 12.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by early tomorrow and continue to
rise to near 12.6 feet by early Monday morning.
* Impact... at 12.0 feet... flood stage. Flooding begins on Alta... river
and Lawrence roads in the town of Conklin. No homes are flooded at
this river stage.





... Flood Watch remains in effect through Sunday evening...

The Flood Watch continues for

* portions of New York and northeast Pennsylvania... including the
following counties... in New York... Broome... Chemung...
Chenango... Cortland... Delaware... Otsego... Schuyler... Steuben...
Sullivan... Tioga and Tompkins. In northeast Pennsylvania...
Bradford... Lackawanna... Luzerne... northern Wayne... Pike...
southern Wayne... Susquehanna and Wyoming.

* Through Sunday evening

* moderate to occasionally heavy rain will continue to overspread
the region late this afternoon... then continue through tonight.
Rain totals from 1 to 2 inches are likely... across the Chemung
and upper Delaware basins through Sunday morning... with somewhat
lower amounts of 0.5 to 1 inches in the Susquehanna basin. Some
areas in the Catskill Mountains... could see isolated rainfall
amounts ranging from 2 to 3 inches. Temperatures across most of
the area will be near 40 degrees tonight... but over the higher
terrain of the Catskills and Poconos... readings will stay in the
lower to middle 30s throughout this event. Given these fairly
cold temperatures... little or no additional snowmelt is
anticipated.

* The latest river forecasts indicate the potential for several
points along the Susquehanna... Chemung... and headwaters of the
upper Delaware to exceed... or come close to flood stage this
weekend. Points that should reach their minor flood stages
include Bainbridge... Cortland... Walton... Conklin... Vestal...
Waverly/Sayre... and Wilkes-Barre.

In addition to river flooding... areas of heavy rain could lead to
pockets of flash flooding... mainly from this evening into early Sunday...
when the heaviest rain is expected to fall. The most likely areas
for flash flooding appear to be in the western Catskills...
northeast Pennsylvania... and portions of the central southern
tier.

Precautionary/preparedness actions...

A Flood Watch means there is the potential for flooding on small
streams... creeks... poor drainage... urban and low-lying areas
based on current forecasts. You should monitor later forecasts
and be alert for possible flood warnings. Those living... working
or driving in areas prone to flooding should be prepared to take
action should flooding develop.






... Wind Advisory in effect until 5 am EDT Sunday...

The National Weather Service in Binghamton has issued a Wind
Advisory... which is in effect until 5 am EDT Sunday.

Sustained easterly winds of 15 to 30 mph are anticipated across
the higher elevations through much of tonight... with gusts of 40
to 50 mph. Winds should be somewhat less in valley locations.

Winds should begin to subside towards daybreak.

Precautionary/preparedness actions...

Wind advisories are issued when sustained wind speeds of at least
30 mph and/or wind gusts over 45 mph are expected. Winds of this
magnitude could cause minor damage to trees... power lines and
weaker structures. Persons in the advisory area should secure all
loose objects. If you are traveling through the advisory area
keep a firm grip on the wheel... especially for those driving high
profile vehicles.
